In its implementation, this Instruction strongly emphasizes cultural approaches based on existing custom territories, and positions Papuans as the subject of development. This Instruction at the same time prioritizes the implementation of development in the central mountainous region, disadvantaged areas, and other difficult areas in the Papua as the focus of attention.
The seven strategies of the government are a spike towards prosperous Papua
The implementation of this Instruction is carried out through a Thematic, Holistic, Integrative, and Spatial (THIS) approach. Thematic in the approach aims to determine priority themes with the suitability of themes. Holistic for the realization of priorities through the coordination from various stakeholder elements. Integrative means relations between various programs/activities to achieve priorities. Spatial means, in planning activities, considering the inter-regional linkages to achieve goals priority.
Seven important strategies mandated by Presidential Instruction No. 9 of 2017 in an effort to accelerate community development and prosperity in Papua, i.e (1) cultural-based development approach, indigenous territories, and focus on Papuans; (2) frontier (border), remote and backward regions (inland and mountainous regions); (3) dialogue approach with all stakeholders; (4) assistance to local government officials and the community through material guidance / brief about planning with the THIS concept; (5) empowerment and active involvement of local communities; (6) empowering Papuans and local entrepreneurs through the issuance of Presidential Regulation Number 17 of 2019; and (7) collaborative partnerships with international development partners, communities, community organizations, nongovernmental organizations, the private sector, and other stakeholders through mapping the operations and work of development partners. In the framework of implementing this Presidential Instruction, the Government published the Presidential Instruction Action Plan book Number 9 of 2017 concerning the Acceleration of Welfare Development in the Provinces of Papua and West Papua in 2018-2019
