DPR Agrees on Papua Special Autonomy Fund of IDR 8.5 Trillion | by Andro P.

The Working Committee (Panja Transfers to Regions and Village Funds stipulates a Special Autonomy Fund (Otsus) for the Provinces of Papua and West Papua of Rp. 8.5 trillion in the 2022 State Budget Bill for Fiscal Year (FY).

Member of the Budget Agency (Banggar) of the DPR RI, Irwan, explained further details, where the Papua Province received the Special Autonomy Fund of Rp. 5.7 trillion, while the Province of West Papua amounted to Rp. 2.7 trillion.

In addition, there is the Additional Infrastructure Fund (DTI) which is used for the construction of transportation infrastructure, telecommunications, clean water, electrical energy, and environmental sanitation.

The amount of DTI for the Special Autonomy Fund for Papua and West Papua is IDR 4.73 trillion.

In its report, Banggar DPR RI appealed that the Papua Special Autonomy Fund could be carried out in a focused and directed manner by paying attention to the quality of human resources (HR) who manage these funds.

“In addition, there is a need for supervision to ensure that the Special Autonomy Fund can be utilized properly.”

Meanwhile, a member of the DPR RI Budget Agency (Banggar), Irwan said that the DPR RI Banggar had provided several notes so that the Special Autonomy Fund was focused. Namely, firstly, the government should really pay attention to the quality of human resources managing the Special Autonomy Fund.

Second, the government needs to supervise the utilization of the Special Autonomy Fund. The Committee for Transfers to Regions and Village Funds consists of 52 Members of the DPR RI Banggar with the Coordinator of the DPR RI Banggar Leaders and 28 government representatives.

This Working Committee is tasked with discussing the Policy Points and Allocation of Transfers to Regions and Village Funds in the 2022 RAPBN, which consists of Transfers to Regions (Balancing Funds, Regional Incentive Funds, as well as Special Autonomy Funds, and the Privileges Fund of the Special Region of Yogyakarta), and Village Funds. .

Ondofolo (Chief of the Tribe) Yanto Ohee expressed his support for Otsus volume 2 and hoped that there would be no demonstrations against it. He made this statement along with other Papuan figures, such as Rev. Coto Mauri S.Th as a religious figure and Sam Kogoya as a community leader in the mountains of Central Papua.

Community leaders support the extension of special autonomy because the Papuan people really need funds, both to support education, health, and community sector development. In addition, the figures also advised that the special autonomy funds should be used for the benefit of the people, and not to be corrupted by unscrupulous officials.

Yanto Ohee and other Papuan community leaders also hope that the situation on Earth of Cendrawasih will always be peaceful. There should be no demo against Otsus volume 2, because this program is very useful. In a sense, it is possible that the protesters were only provoked by unscrupulous persons and then demonstrated against Otsus even though they did not know what the benefits were.
