The Papuan House of Representatives (DPRP) proposes that the preparation of regulations for the use and accountability of the Special Autonomy Law should be adjusted to the conditions in Papua.
This was conveyed by the chairman of the Papuan DPR, Jhony Banua Rouw, to reporters after the opening of technical guidance at the Suni Abepura Hotel, Jayapura City, Friday, September 3, 2021.
So far, according to Jhony, several performances of the members of the council have been hampered or cannot run optimally, because national regulations are difficult to implement in the Papua region.
Likewise, visits to regions and handing over of assistance require that there are civil servants who are also members of the council to make a report. Whereas the presence of civil servant staff is considered inefficient, because the minutes can be made by members of the council.
Jhony hopes that the Central Government in formulating regulations is different from other regulatory accountability systems.
“There must be a different regulation, not looking for profit from this regulation, but this is a good and correct accountability system.”
Meanwhile, community leaders from Ilaga District, Puncak Ben Murib Regency expressed their support for the continuation of Papua’s Special Autonomy (Otsus) Volume II.
According to him, the continuation of Otsus is the government’s effort to advance Papua through development and infrastructure and other programs.
He also hopes that the continuation of Otsus volume II can further ease the burden on the Papuan people, especially in the Ilaga District, Puncak Regency. According to him, local governments must continue to cooperate with the central government so that the distribution of Special Autonomy funds and other programs can bring prosperity to the Papuan people.
“There needs to be a thorough evaluation of the special autonomy fund so that the continuation of the special autonomy fund in the future can be channeled on target.”
The head of the Dani Tribe, West Region, Nabire District, Sem Wanimbo, said the same thing. He said that in fact the Otsus program from the central government was right and the goal was for the Papuan people.
Sem said that there were local government officials who misappropriated Otsus funds for their own wealth and that of their families. These people must be investigated and put in prison because they have eaten the people’s money.
He emphasized that the distribution of Otsus funds could run smoothly, if there had been an investigation into the misappropriation. Then it was announced to the public, anyone who had embezzled Otsus money.
He also supports the expansion of the New Autonomous Region (DOB) of Central Papua Province. According to him, this plan must be realized so that development can develop faster.
