Papua Special Autonomy Law Must Be Implemented To Reduce Poverty Rates | by Ricky T.

The Chairperson of the Indonesian House of Representatives, Puan Maharani, has urged that the derivative regulations of Law Number 2 of 2021 concerning Papua’s Special Autonomy (UU Otsus Papua) be ratified immediately.

Puan reminded the regions in Papua to optimally synergize as implementers of Otsus Papua.

Puan said that the important thing that both must pay attention to is related to Otsus Papua. Of course, in the future, a Draft Government Regulation (RPP) regarding the implementation of Otsus Papua will be issued which we hope will be ratified by the central government in the near future.

Furthermore, he explained, the Law, which is the Second Amendment to Law Number 21 of 2001 concerning Special Autonomy for the Papua Province, was ratified at the DPR Plenary Meeting last July. Law Number 2 of 2021 was signed by President Joko Widodo on July 19, 2021 and currently the government is drafting an RPP related to Otsus Papua.

Puan encouraged that the Papua Special Autonomy RPP was prepared based on the aspirations of the local community. He stated that the DPR supports that the implementation of Otsus in Papua is not just a law.

“Learning from the experience of the previous 20 years, the RPP which will later be ratified needs to encourage the aspirations of the Papuan people as the Special Autonomy Law which has been and will be more useful than before”

In addition, Puan also reminded that the implementation of Special Autonomy for Papua cannot be carried out by the central government or local governments alone. According to him, mutual cooperation from all elements of the nation is needed to develop Papua.

Synergy and coordination are needed between the central government and local governments. And the successful implementation of Otsus Papua is not only a matter of funds, or regulations alone. The commitment and high integrity of the regional head will of course be very important.

In the new law, the Papua Special Autonomy fund was increased from two percent to two and a quarter percent of the national DAU (General Allocation Fund). The special autonomy fund will now be maximized for welfare in Papua.

Puan ensured that the DPR would continue to monitor, support, and encourage the implementation of Otsus to improve the welfare of the Papuan people.

Through the revision of the law, the DPR hopes that there will be a decrease in the unemployment rate and the percentage of poor people in Cenderawasih Earth will also decrease.
